Matter is the application layer (the language devices speak). Thread is the network layer (how devices communicate). Matter can run over Thread or WiFi.

Can I use Matter devices with Alexa?

Yes, but you need an Alexa-compatible Matter controller like Echo 4th gen, Echo Hub, or Echo Show 8.
